What is in a Velo pouch? Ingredients and composition
What Velo is, and who makes it
Velo is a nicotine pouch brand owned by British American Tobacco (BAT). BAT's own brand page states the line launched in 2018 and is now sold in 49 markets, originating in Sweden.[^bat] For the general chemistry shared across nicotine pouch brands — cellulose fiber base, nicotine salts, pH adjusters, sweeteners — see Ingredients and composition of nicotine pouches. This article stays narrower: what BAT itself declares is inside a Velo pouch specifically, and what independent lab analysis has found when it checked that declaration.
A nicotine pouch is not snus. Snus is a moist tobacco product placed in the mouth; a nicotine pouch like Velo contains no tobacco leaf at all, only nicotine extracted from tobacco (or made synthetically) and loaded onto a plant-fiber filler. That distinction matters here because ingredient data from snus does not describe what is in a Velo pouch.
The declared ingredient list
BAT's US consumer FAQ for Velo publishes two separate ingredient lists, because the standard Velo line ships in two container formats with different fillers:
- Velo cans: nicotine derived from the tobacco plant, maltitol, modified cellulose, sodium carbonates, acesulfame K, and artificial flavor.
- Velo tins: nicotine derived from the tobacco plant, microcrystalline cellulose, water, salt, sucralose, citric acid, and artificial flavor.
A third line, Velo Plus, swaps the nicotine source: non-tobacco-derived synthetic nicotine, microcrystalline cellulose, sodium carbonates, sucralose, salt, water, and artificial flavor.[^velofaq] These are the manufacturer's own declarations, not independent verification — BAT is a legitimate source for what it says it puts in its own product, but a company's ingredient list is not the same claim as an independent lab confirming exact quantities, and the two below show why that distinction is worth keeping.
What each ingredient is doing
Nicotine. Standard Velo pouches carry nicotine extracted from tobacco plants; Velo Plus carries lab-synthesized nicotine that never touched a tobacco leaf. Both are the psychoactive, addictive ingredient and the reason the product exists. US Velo strengths run roughly 2, 4, or 7 mg per pouch, with Velo Plus at roughly 3, 6, or 9 mg.[^velofaq]
Cellulose (modified or microcrystalline). A plant-fiber powder or fiber mat that forms the bulk of the white filler. It is what actually sits between the lip and gum, holding the nicotine, water, and flavor in place and giving the pouch its structure. It is covered in more depth on the chemistry pillar.
Maltitol. A sugar alcohol used as a bulk sweetener in the can-format pouches — it adds sweetness and body to the filler without being ordinary sugar.
Sodium carbonates. An alkaline (pH-raising) agent. Raising the pH of the pouch shifts more of the nicotine into its "free base," unprotonated chemical form, which crosses the oral membrane more readily than the protonated form. This is the same mechanism described for pouches generally in how nicotine pouches work; Velo's ingredient list confirms sodium carbonate is the specific alkalizing agent it uses, rather than, say, sodium hydroxide.
Acesulfame K and sucralose. Two non-caloric artificial sweeteners. Acesulfame K appears in the can formula, sucralose in the tin and Plus formulas — different sweetener choices across the same brand's own product lines.
Salt (sodium chloride). Present in the tin and Plus formulas. In pouch products generally it functions partly as a mild preservative and partly as a flavor and texture component.
Water. Present in the tin and Plus formulas but absent from the drier can formula — a moisture difference that is consistent with an independent 2026 physical-characterization study in Scientific Reports, which measured a Velo sample at 6.62% moisture by mass, on the drier end of the six other brands it tested alongside it.[^platt] That same study measured the tested Velo pouch's actual nicotine content at 4.6 mg against a 7 mg label claim — the paper describes this as "significantly lower than the target" without offering an explanation for the gap. It is a concrete example of why an independent measurement and a package declaration are not interchangeable claims.
Citric acid. Present in the tin formula only. Citric acid is acidic, which is the opposite direction from the alkaline carbonates — its role in a tin formula alongside sodium carbonate is to fine-tune the final pH and add tartness, not to replace the alkalizing agent.
Artificial flavor. A catch-all term BAT uses on the declared list itself; it does not itemize which flavor chemicals it uses. An independent 2025 analysis in Tobacco Induced Diseases purchased ten Velo variants sold in Pakistan and tested them for 180 individual flavor compounds, detecting benzyl alcohol, menthol, α-terpineol, and carvone across all ten products, alongside wide brand-to-brand variation in the concentration of other flavor and mint/menthol chemicals.[^tid] That paper also found measured nicotine levels running slightly below the values printed on the label — a second, independent instance of the same declared-versus-measured gap noted above.
How the formulation varies by market
Velo is not one fixed recipe. The US line tops out at roughly 7 mg (9 mg for Plus), while the ten Pakistan-market variants analyzed in the Tobacco Induced Diseases study spanned 6 mg, 10 mg, and 14 mg strengths — a materially higher ceiling than the US range.[^tid] BAT's own brand messaging describes Velo's Nordic and Swedish origin as the brand's home market, and the current global lineup is sold across 49 countries under varying local nicotine-strength and formulation rules.[^bat] The practical takeaway is that "Velo" printed on a can does not guarantee a single ingredient list or nicotine ceiling — the flavor set, sweetener choice, filler moisture, and top-end strength all vary by the market a given can was made for, and a declared ingredient list from one market's packaging should not be assumed to apply to another market's can of the same name.
What is not publicly settled
BAT's own FAQ lists ingredients by category (e.g., "artificial flavor") without naming every compound, and the company does not publish batch-level nicotine or pH assay data alongside its consumer materials. Where independent lab measurements exist — the Scientific Reports and Tobacco Induced Diseases papers cited above — they are single-batch snapshots from specific purchases in specific markets and years, not an ongoing public audit of every Velo variant. Figures in this article are given only where a specific study or the manufacturer's own page states them.
