Nicotine Pouches in United Arab Emirates

The United Arab Emirates made tobacco-free nicotine pouches a regulated product by Cabinet Resolution on the Technical Regulation for Tobacco-Free Nicotine Pouches.

The Resolution was issued on 20 January 2025 and published in Official Gazette No. 792 on 30 January 2025. Its Article 2 brings it into force 180 days after publication, which is 29 July 2025. The federal legislation register records it as active.

The Resolution does one thing: it makes the attached technical regulation mandatory across the Emirates. The product rules themselves — quality, labelling, packaging — sit in a standards table published separately, and we have not read that table.

So this page records that pouches are regulated here, and states no minimum age and no nicotine limit. A limit of 16.6 mg per pouch is widely repeated for the Emirates. That is the same number Finnish law sets per gram, and no Emirati document we could reach states it.
