Sweden regulates nicotine pouches under its own statute, the Act on tobacco-free nicotine products (2022:1257), rather than under tobacco law.

Sale to anyone under 18 is prohibited (§ 19). A retailer must notify the municipality before it starts selling (§ 17), and a manufacturer or importer must notify the Public Health Agency at least six months before a product reaches the market (§ 5).

Packaging must carry an ingredient list and a nicotine health warning (§ 7). Marketing must show "special moderation", may not be intrusive, and is banned outright on television, radio and streaming (§§ 9-12).

The Act sets no maximum nicotine content. Sweden is the largest pouch market in this dataset and one of the few that caps neither strength nor flavour.
