Nicotine Pouches in Singapore

Singapore prohibits nicotine pouches outright. Import, sale, distribution and possession are all offences.

The prohibition sits in the Tobacco (Control of Advertisements and Sale) Act 1993, which bans imitation tobacco products — the class the pouches fall into. Nicotine is separately a controlled substance under the Poisons Act, so handling it without a licence is also an offence.

The Act was renamed the Tobacco and Vaporisers Control Act on 1 May 2026, which consolidated enforcement and raised the penalties.

Unlike most bans in this dataset, Singapore's reaches possession by the user, not only the trade.
