Norway does not allow tobacco-free nicotine pouches to be sold or imported.
The Tobacco Control Act (Act of 9 March 1973 no. 14) runs an approval scheme for new tobacco and nicotine products. Section 34 d makes it an offence to import, sell or hand over a new product unless the Directorate of Health has approved it. No tobacco-free pouch has been approved.
The import prohibition reaches private individuals, so ordering from a foreign shop is not a way around it.
Snus is a separate matter. It contains tobacco, so it is regulated as snus and remains legal to adults from 18 (§ 17). That is why Norway looks permissive on smokeless products and is nonetheless closed to pouches.
