The Netherlands prohibits the sale of nicotine pouches. The ban took effect on 1 January 2025.
It was made by the Act of 2 October 2024 (Staatsblad 2024, 292), which brought tobacco-free nicotine products inside the Tobacco and Smoking Products Act as "related products". Placing an oral nicotine product without tobacco on the market is prohibited.
Because the products are now inside that Act, the smoking bans and the advertising ban reach them as well.
Before this, pouches above 0.035 mg of nicotine were already off the market, but on food-safety grounds rather than tobacco law. Personal possession and use are not offences.
