Iceland brought nicotine pouches inside its nicotine products Act in 2022, after use among young people rose sharply.

Sale to anyone under 18 is prohibited and the retailer must verify age. Nicotine content is capped at 20 mg per gram — a concentration rather than a per-pouch dose, so it is not shown in the strength field above.
