France prohibits oral nicotine products. Decree 2025-898 of 5 September 2025 added them to the controlled-substances part of the Public Health Code (art. R. 5132-45).
The decree covers pouches, pastes, balls, liquids, gums, lozenges and strips. Medicines and medical devices are excluded. It took effect on the first day of the seventh month after publication, which is 1 April 2026.
On 22 December 2025 the Council of State suspended part of the decree in interim proceedings — the parts on manufacture, production and export only.
The prohibition on sale, offer, transfer, acquisition and use was not suspended and applies in full.
