Finland treats nicotine pouches as tobacco substitutes under the Tobacco Act (549/2016). The Act was amended on 1 August 2025 and the product rules tightened again on 1 February 2026.

Nicotine content is capped at 16.6 mg per gram, and a single pouch may weigh at most one gram — so 16.6 mg per pouch is the ceiling.

Only tobacco, mint and menthol flavours are allowed. Sale to under-18s is prohibited, and distance selling to consumers is not permitted.

A manufacturer or importer must notify the product to Valvira before it is sold, and packaging must carry health warnings in Finnish and Swedish.
