Denmark treats nicotine pouches as tobacco surrogates and regulates them tightly.
Act no. 1669 of 2024 caps a single pouch at 9.0 mg of nicotine and allows only tobacco, menthol and mint flavours. Every other characterising flavour is off the market.
Sale to anyone under 18 is prohibited. Packaging must be plain and must carry a health warning.
The rules were phased in. Manufacture of the banned products stopped on 1 July 2025, and the transition period for existing stock ended on 1 April 2026, from which date the full regime applies.
