Nicotine Pouches in Belgium

Belgium prohibits placing nicotine pouches on the market. The Royal Decree of 14 March 2023 bans the marketing of certain similar products, and names nicotine pouches among them.

The decree defines a pouch as any oral product without tobacco made wholly or partly of synthetic or natural nicotine, in powder, particle or paste form, whether or not portioned in a sachet.

It applied to manufacturers and wholesalers from 1 July 2023 and to retailers from 1 October 2023. CBD pouches are covered by the same decree.
